Concept albums can be seen to embody two similar but separate camps: the epic, grandiose albums conceived by progressive rock groups, and the more subtle conceptually-based albums created by singer-songwriters who tended to veer away from what was considered to be the mainstream.
While the concept album in all these genres may have served to raise the level of the respective art forms, the concept album in the cultural consciousness of the late twentieth century exists mainly as a symbol of excess and pseudo-intellectualism in popular music, forever branded by its association with progressive rock.
Concept albums are especially common in the progressive rock genre of the 1970s, although rarely did that equal a lasting commercial or critical legacy for the band or artist involved.

I'm never really sure what classifies as a "concept album" When I first heard the term I assumed it meant an album with a coherent theme, or message in which the order or the songs and everything is just as important as the individual songs.
A concept album is different from a "rock opera." The new Streets album counts as a rock (or, uh, "UK garage") opera.
By this measure Kid A and Amnesiac and HTTT are not concept albums, because their messages are too varied, and The Bends isn't, because since most albums deal w/ relationships and personal feelings, it has been arbitrarily decided that such topics extended over a cycle of songs still do not a concept album make.

One album I came back to time again throughout the year was Sleep Station's World War II concept album After the War.
A lot of good albums that weren't designed to be concept albums have similar sounds just because that's where the band was at the time (like Pearl Jam's Ten or most Rage Against the Machine stuff).

I don't know what their motivation was behind not releasing it, but my guess would be that doing a concept album with two new players in the lineup would have been a bit too much for the public to be able to take at once.
