Nobody refers to this work as the "Concerto in E-flat"; it is much more memorable to call it the "Dumbarton Oaks" concerto, though few people outside of the District of Columbia have any idea what that means.
Dumbarton Oaks is the name of the Washington, D.C., estate of Robert Woods Bliss, who commissioned the concerto for performance there on the Bliss's thirtieth wedding anniversary, 8 May 1938 (the date mentioned in Stravinsky's annotation).
The Dumbarton Oaks concerto was inspired by Bach's Brandenburg concertos, particularly the third.

One of these was the Concerto in E-flat, the Dumbarton Oaks Concerto, which was commissioned in celebration of the Blisses' thirtieth wedding anniversary in 1938.
These meetings, or the "Dumbarton Oaks Conversations," as they have come to be called, were instrumental in laying the groundwork for the charter of the United Nations, which was adopted in San Francisco in 1945.
A series of subscription concerts is given each year in the Music Room for the Dumbarton Oaks Friends of Music.

You can hear this potential in his early string quartets, where the movements often have neat conclusions and there is a playfulness reminiscent of Mozart or Haydn.
To honor the 250th anniversary of Mozart's birth, the orchestra performs his Symphony No. 25 in G Minor, featured in the film "Amadeus." Also on the program are Brahms' "Variations on a Theme by Haydn" (you'll recognize the tune) and Resphigi's colorful "Ancient Airs and Dances, Suite I," both ingenious re-creations of earlier music.

Two of them appear on this recording, "The Soldier's Tale (L'Histoire du Soldat)" and "Concerto in E-flat (Dumbarton Oaks)".
On it we have L'histoire du Soldat and the Dumbarton Oaks concerto.
I was not extremely impressed with the performance of L'histoire, but the Dumbarton Oaks rocked me all night long, in a sense.
