he Bishops' Conference of Scotland is the permanently constituted assembly of the Bishops of Scotland.
To promote its work the Conference establishes various agencies, the most important of which are termed Commissions.
The agencies have an advisory function in relation to the Conference; each, according to its remit, may also have an executive function; and, between meetings of the Conference, an agency may respond to an immediate problem by taking decisions or issuing a statement in its own name.

The Seattle Times: Local News: Bishops poised to pick leader; unsettled times for Catholics
Bishop Wilton Gregory of Belleville, Ill., is ending his three-year term as president, having guided the group through possibly the most tumultuous period in its history.
At its core, the bishops' conference is not a governing or enforcement body but rather a collegial one that can only set guidelines that direct the church on a national level.
But longtime observers of the conference are watching the election closely because "there's enormous significance" on whom the bishops choose as their next president and vice president, said Francis Butler, president of Foundations and Donors Interested in Catholic Activities, a consortium of foundations that fund Catholic causes.

Bishop Lynch remarked that it had been agreed that no statements related to the priesthood should be issued unless they come before the full body, and that certain topics "by their very nature" should come before the whole body.
Many bishops besides Archbishop Weakland may not be fully aware that when they approve the "Priorities and Plans" of the NCCB committees at each meeting, they signal their prior approval of any committee's plans to produce documents.
Although the American bishops' discussion of these issues reveals their increasing concern about the authority and integrity of statements issued by the conference and its committees, as well as the uses to which these statements are put in the local Church, it remains to be seen whether they can achieve real and necessary change.

He emphasized that each bishops carries personal responsibility for the work of the episcopal conference, and that responsibility cannot be delegated to committees or staff aides.
All of the participants at the press conference agreed that a document issued by a committee of bishops, or by the conference staff, would have "informational" value, but must be regarded as "provisional." Such documents should not be published in the name of the bishops' conference, they said.
