Germany also called on the 2005 NPT Review Conference to produce an agreement “that the right of withdrawal cannot be exercised in cases where the state in question is…in noncompliance with the NPT,” as North Korea was when it withdrew.
The conference should be able to agree that withdrawals from the NPT can threaten at least the neighbors and rivals of the withdrawing party and could well constitute long-term threats to international peace and security in other parts of the world.
