Two and a half thousand years ago, Europe was dominated by the Celts and other tribes which were not a single political entity, and then conquered and ruled by the Mediterranean centred Roman Empire.
Given Europe's collections of languages, cultures and ethnic groups, these attempts usually involved military subjugation of unwilling nations, leading to instability; others have lasted hundreds of years and promulgated large spells of peace and economical and technological progress as in the Roman Empire's Pax Romana.
If it is ratified, the proposed new Treaty establishing a Constitution for Europe would abolish the three-pillar structure and, with it, the distinction between the European Union and the European Community, bringing all the Community's activities under the auspices of the European Union and transferring the Community's legal personality to the Union.

ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE [Organization for Security and Cooperation in Europe] (OSCE), international organization established as the Conference on Security and Cooperation in Europe (CSCE) in 1973, during the cold war, to promote East-West cooperation.
The CSCE's 1975 meeting in Helsinki, Finland, ratified the acts commonly known as the Helsinki Accords, which were signed by every European nation (except Albania, which did so later) and the United States and Canada.
At the 1990 Paris summit, leaders of the member nations signed a declaration respecting the territorial integrity of Europe, an act that signaled the end of the cold war; limitations were also placed on the size of conventional forces in Europe.

CSCE members undertook the formidable and, in the view of many, unreasonable legal obligation "to provide mutual assistance in the case of an attack from the outside and the duty to submit to arbitration in the case of local conflicts."
The paralysis of the CSCE, EU, and WEU in responding to the fighting in the Balkans in 1991 and 1992 also did much to dampen earlier optimism in Europe that the EU was on the verge of forging a framework for common foreign and defense policies.

The CSCE (Conference for Security and Cooperation in Europe) was founded in Helsinki in 1975, during the Cold War, based on the 10 Helsinki Principles : human rights, freedom of speech, democracy, confidence building measures, disarmament etc.
After the end of the Cold War, the CSCE was relaunched with pomp at the Paris Summit in November 1990 (Paris Charta).
Security has to do with democracy, respect of human rights, free elections, freedom of speech, the buildup of a strong civil society, it has to do with economic justice, with the protection of the environment.
