A circular letter on the Sacrament of Penance was sent in March to the bishops of Australia by the Congregation for Divine Worship and the Discipline of the Sacraments.
The norms in force concerning the Sacrament of Penance are found in the Rite of Penance of the Roman Ritual and in the Code of Canon Law,3 and are based on divine law, the constant doctrine of the Church and her traditional practice.
