We can't replace the president (at least, not with anyone better) until 2008, but the Congress sets priorities on Federal expenditures, determines how the government is organized, and has great persuasive power to force the president to do the right things.
But progressives are more supportive of change, while conservatives accept change mainly in response to threats to stability.
Progressives tend to be suspicious of large institutions and concentrations of power, while conservatives are friendlier to large institutions, seeing them as a source of stability.
