MEXICO CITY (Reuters) - Battered by high unemployment and a resurgent opposition, Mexican President Vicente Fox pleaded with Congress on Monday to pass long-sought reforms to jumpstart the economy.
Fox said Mexico needs tax, energy and labor reforms if it is to have any chance of strong economic growth and, in his annual state of the union speech before a packed and sometimes hostile Congress, he urged the opposition to be conciliatory.
The PRI, which ruled Mexico for seven decades until Fox ousted it in 2000, consolidated its position as the biggest bloc in Congress at the expense of Fox's party at mid-term polls in July.

Mexico's first opposition governor in 60 years, Ernesto Ruffo, was voted into office that summer in a historic Baja California gubernatorial election that Ugalde said he observed with the center's founding director, Wayne Cornelius.
Ugalde said in an interview Thursday that Mexico's Congress has taken so long to come up with a plan for the 2006 election, the only workable option it has left is to allow Mexicans in the United States to vote by mail.
