In 1647 the meetings of delegates for the conclusion of peace, assembled at Osnabruck and Munster, were termed a congress; and in spite of objections to it on the ground that it was " coarse and inappropriate," based on the physiological sense of the word, it continued thenceforward in use.
Before a congress meets it is customary, not only to agree on the place of meeting (a question often of firstclass importance) and on the Powers to whom invitations are to be sent, but to define very carefully the nature and scope of the business to be transacted.
The presidency of the congress is by courtesy reserved for the minister for foreign affairs of the state in which the meeting is held; if, however, he decline to serve, a president is elected; VI.

HUGUES DE LIONNE (1611-1671), French statesman, was born at Grenoble on the 11th of October 1611, of an old family of Dauphine.
Early trained for diplomacy, his remarkable abi'.ities attracted the notice of Cardinal Mazarin, who sent him as secretary of the French embassy to the congress of Munster, and, in 1642, on a mission to the pope.
In 1646 he became secretary to the queen regent; in 1653 obtained high office in the king's household; and in 1654 was ambassador extraordinary at the election of Pope Alexander VII.

The memoirs of those ages are full of the magnificence and profuse display which their progress --- lacqueys, liveries, state coached, led horses, and all the pageantry of state.
Fierce disputes frequently arose between rival ambassadors for precedence; sometimes these disputes even extended to the courts and ministers to whom these envoys were dispatched as messengers of peace, and a vast deal of time was lost (especially at the Congress of Munster) in adjusting them.
The knotty question of precedence was also settled at the Congress of Vienna by an agreement that precedency should be regulated by seniority, dating from the notification of the arrival of the envoy.

The GAA has said the issue of opening up Croke Park to other sports will be up for debate at the next meeting of Congress in April.
The GAA president, Sean Kelly, has confirmed that most of the ten revised motions regarding Rule 42 submitted by county boards have been passed.
A two-thirds majority is required at Congress if Croke Park is to open its doors to rugby and soccer.

 Kenneth L. Pike: A chronology of his life and work
He gave a paper, "On the grammar of intonation," at the Fifth International Phonetics Congress in Munster, Germany, in August, which was published in the Proceedings.
Pike traveled to Ghana in November to lead a linguistic workshop which was part of the project "Tagmemic and Matrix Linguistics Applied to Selected African Languages." The results were published in 1970 in the SIL Publications in Linguistics and Related Fields Series.
He attended the 9th International Congress of Phonetic Sciences in Copenhagen in August, giving a paper "Universals and phonetic hierarchy," which was published in the proceedings.
