It was expected at first that the new system to be implemented would be one of the established systems, for example the Dewey Decimal Classification System, but the Library decided that the collection needed a new and independent classification system.
Some reasons for the conversion are that it is a system fostered by the National Library, it has tiny subdivisions, it has many features that fit with the needs of a university library, and the notations are elastic.
