The Caucus was founded in January 1969, by a group of fl members of the House of Representatives, including Shirley Chisholm of New York, Louis Stokes of Ohio and William L. Clay of Missouri.
Blacks had begun to enter the House in increasing numbers during the 1960s, and the formation of the Caucus reflected their need for a formal organization.
The Caucus is officially non-partisan, but in practice it has been almost exclusively composed of Democrats, and tends to function as a lobbying group with the wider Congressional Democratic Party.

The Congressional Black Caucus was formed in 1969 when the 13 Black Members of the U.S. House of Representatives joined together to strengthen their efforts to address the legislative concerns of Black and minority citizens.
Today, there are 39 Members of the Congressional Black Caucus representing many of the largest and most populated urban centers in the country, together with some of the most expansive and rural Congressional districts in the nation.
Historically, the CBC Alternative Budget policies depart significantly from Administration Budget recommendations as the Caucus seeks to preserve a national commitment to fair treatment for urban and rural America, the elderly, students, small businessmen and women, middle and low income wage earners, the economically disadvantaged and a new world order.

The Congressional Black Caucus came out Friday in strong opposition to the confirmation of California Supreme Court Justice Janice Rogers Brown to a seat on the U.S. Court of Appeals for the District of Columbia Circuit, calling her a conservative activist with a “disdain for legal precedent.”
In a letter to the Senate Judiciary Committee, the caucus called Brown a “notoriously conservative lawyer and jurist” who has shown herself to be unable to separate her own personal views from “her responsibility to render decisions based on a fair and precedent-based interpretation of the law and the Constitution.”
According to the caucus, Brown is the second sitting judge nominated by Bush to an appellate court who has received a partial “not qualified” rating from the American Bar Association.

The Congressional Black Caucus has succeeded in preserving an uncorrupted vision of justice and equality as primary values in society.
My experience is that many long-time Democratic voters dislike the Congressional Black Caucus for its past history--specifically but not exclusively they especially disliked the divisive racial rhetoric they have used in the past, especially when Democrats had more power.
BTW, I was talking about the past Black Congressional Caucus, sort of in the hopes that people like Obama could undo some of the damage attached to the label.
