Selmer tends to both experiment a bit (e.g., bow lengths on VI's) and adds new features as they patent them.
There always is some "fudging" of Selmer models around the time that a new model comes out and you may see, for instance, a bari labeled "Super 80", but with all the features of a VI.

The French Selmer was made by prominent French manufacturers of saxophones (Couesnon and Sax), while the American Selmers tended to be Conns [Selmer (New York) and some Geo.
Selmer (London) started marketing the Pennsylvania model, a horn occasionally labeled "Made in Czechoslovakia" or "Made in France" but all were probably Kohlert Bixley stencils, up until at least the 1960's.
Selmer purchased the Sax plant and started producing two different models (not at the same time :): first, a model that had essentially the same look and feel of the Adolphe Sax (Jr.) horns and later a somewhat scaled-down version of the Selmer Super Series.

Since this isn't a Selmer serial number, but a Conn stencil one, and Conn records for their stencil horn numbers are no longer in existence, the serial number won't provide you with the exact date of manufacture.
It is perhaps more desirable to Selmer (and Conn for that matter) collectors to fill in a collection's history line of horns, than to the contemporary player, except for those looking for a superior example of the "New Wonder" type horn to play(And there are some of us out here!).

I really like my 190F (have had it about 15 years) and I hate to see it fall by the wayside, but once Conn and the others started making their own "open wrap" horns, I guess it was just a matter of time.
The loss of the 165F will probably come as a bit of a blow to high school directors and students, as it seems that horn was a fairly decent value for money.

Saving Ludwig drums resulted in a merger with Conn. William was asked to manage both divisions and moved his family to Elkhart.
William, missing the opportunity to work with the actual design and manufacture of percussion instruments which Conn retained in Elkhart, tendered his resignation in 1936 to strike out on his own.
In 1955 William successfully bid for the Ludwig portion of the Ludwig-Leedy division still owned by Conn. With his old machinery, tooling, designs, and name back, the company was changed to Ludwig Drum Company.
