In 1786-1796 he was lieutenant-governor of Connecticut, and in November 1787 was a member of the Connecticut Convention which ratified the Federal Constitution; he became governor in 1796 upon the death (i5th Jan.) of Samuel Huntington, and served until his death on the ist of December 1797.
In 1788 he was made comptroller of public accounts of Connecticut;" in the next year was appointed auditor of the Federal Treasury; in June 1791 became comptroller of the Treasury, and in February 1795 succeeded Alexander Hamilton as Secretary of the Treasury.

Connecticut’s public charter schools will now qualify for the first time for state school construction funding under an end-of-session measure passed today by the General Assembly.
As part of the recently-approved budget, the General Assembly approved an increase in the per-pupil funding at public charter schools from $7,250 to $7,625 in 2006 and $8,000 in 2007.
