 Connecticut Routes 15, 15A
Route 15 comprises the Merritt and Wilbur Cross Parkways, the Berlin Turnpike (though its official name differs from town to town), the South Meadows Expressway, the Charter Oak Bridge, and a short segment of the Wilbur Cross Highway.
Route 15 is a four-lane parkway from New York to Meriden, a four- and six-lane boulevard (commercial strip) north to Wethersfield, and a four- to six-lane freeway by Brainard Airport and over the Connecticut River.
The state saved metal decorative seals from the old bridge and integrated them into railings at the new riverside park on the Hartford side; unfortunately, these were eventually blowtorched off and stolen.

 Wilbur Cross Parwkay (CT 15)
Most likely, Connecticut highway officials believed that a controlled access parkway would be built parallel to Berlin Turnpike in the future, and that a four-lane, at-grade boulevard would be sufficient in the interim.
In the case of the Wilbur Cross Parkway, the ethical problems were within the Connecticut Highway Department itself: misappropriation of construction funds, misuse of state equipment, billing of private contractors for work already paid for by the state, and other charges.
During the mid-1960's, the northern terminus of the Wilbur Cross Parkway in Meriden was reconfigured to intersect with I-91, I-691 and CT 66.

But if the result is to be a highway designed and built like a railroad right-of-way, it will desecrate the beautiful country through which it passes and be a damage rather than a benefit to the county.
One act also called for Governor Wilbur Cross to establish a locally based Merritt Highway Commission to build and maintain the road, but this legislation was watered down under the influence of state highway commissioner MacDonald, who saw a parallel regional highway commission as a threat to his state highway commission.
One of MacDonald's responsibilities as state highway commissioner was overseeing the Bureau of Rights-of-Way and Highway Boundaries, the agency that oversaw title searches and land acquisition.
