Apayao is a landlocked province of the Philippines in the Cordillera Administrative Region in Luzon.
Apayao was among the earliest areas penetrated by the Spaniards in the Cordilleras, but the region, inhabited by the Isneg tribe, remained largely outside Spanish control until late in the 1800s.
Apayao, along with Amburayan, Benguet, Bontoc, Ifugao, Kalinga, and Lepanto, became sub-provinces of this new province.

The Apayao (Isneg, Isnag, Mandaya, Ibulus, Imandaya, Imallod, Itne’g, Kalina’, Apayaw, Iapayaw, Imandaya, Imallod, Idamma’n, Abulog) inhabit the northern end of the Cordillera mountain ranges in the northern portions of the Kalinga and Apayao provinces.
The groups are riverine-oriented and practice a slash-and-burn type of cultivation, and presently an intensive type of wet rice agriculture in the lower reaches of the drainage systems and the floodplains.
Most are traditionally oriented along the banks of the Abulug (Apayao) and Matalag rivers, and the tributaries.

Former Apayao Governor and Congressman Elias K. Bulut Sr., the acknowledged political kingpin in this part of the country, along with his son, Congressman Elias “Butch” Bulut Jr., has vowed to support Lacson’s candidacy and has pledged to deliver 100 percent of the Isneg vote to the former Philippine National Police chief.
An estimated 94,000 Isnegs reside in Apayao province.

When told the story of William Jones, the reaction by Church officials was an uneasy silence; this probably explains why a historical marker was never placed on either premises in Apayao, and why the priests never knew the history of the gift that led to the construction of the chapel and priests' residence.

Bautista added that the town of Conner in Apayao recorded the presence of plasmodium malariae, which according to him, is an acute form of malaria.
In 2001, more than 1,000 residents of Apayao or almost 70 percent of the province’ total population was reported to have suffered from malaria.
Bautista said the DOH-CAR already gathered blood stains from malaria patients in Kabugao, Apayao and Tabuk, all in Kalinga, and that these were already turned over to the Research Institute for Tropical Medicine for diagnosis.

Just the other day in Kabankalan, Negros Occidental, Lacson had got a rousing welcome from the residents, travelers and market-goers despite the fact that this town is considered the bailiwick of "Jose Pidal."

The report claimed that in 1994, the Philippine Army raided a New People's Army (NPA) landmine factory in Conner, Kalinga Apayao (Northern Luzon) and recovered some 1,000 blasting caps, ammonium nitrate and C4.
The report likewise alleged that the two Muslim rebel groups--Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF)--have not used landmines in their recent operations but are reportedly manufacturing and field testing improvised landmines for future use.
The NPA landmine factory in Conner, Kalinga Apayao (Northern Luzon) in 1994 was allegedly protected by hundreds of mines that extended as far as 700 meters from the camp.

The Philippine eagle was apparently caught in the old growth forest of Tineg, Abra bordering barangay Katablangan, Conner, Apayao Province.
He added it is possible that the eagles in Abra are the same raptors being observed in barangay Katablangan and that there could still be more Philippine eagles in the vast forests between the provinces of Abra and Apayao.
Ibarra is now a healthy fully-grown Philippine eagle at the Philippine Center for Raptors and is the lone survivor among all the eagles caught in Luzon.
