Conscience vote - Wikipedia, the free encyclopedia
A conscience vote or free vote is a type of vote in a legislative body where legislators are each expected to vote according to their own personal conscience rather than according to an official line set down by their political party.
Conscience votes are usually quite rare and are often about an issue which is very contentious, or a matter on which the members of any single party differ in their opinions, thus making it difficult for parties to formulate official policies.
Usually, a conscience vote will be about moral or ethical issues rather than about administrative or financial ones; matters such as the prohibition of alcohol, homosexual law reform and the legality of prostitution are often subject to conscience votes.

Jamaica Gleaner - Call for conscience vote on Rights Charter - Thursday | March 18, 2004
GOVERNMENT SENATOR Trevor Munroe is calling for a conscience vote in Parliament on the Charter of Fundamental Rights and Freedoms, in light of an unresolved split over the wording of sections of the charter.
Senator Munroe, speaking at yesterday's deliberations by the Joint Select Committee of Parliament, suggested that a conscience vote might be the answer to the sharply differing views that had emerged, not necessarily along party lines, on some elements of the changes being proposed.
The committee spent most of the meeting debating the wording of the provision for restricting rights and freedoms during a period of public emergency or public disaster.

Bonior, who was called "a voice of conscience" by the late representative Claude Pepper, someone around Washington long enough to know, should be the obvious choice of those Democrats who care about reviving the party from its issueless torpor.
In both personal grace and political substance, Bonior, 15 years in the House, carries on the kind of liberalism that marked the vision of another Michigan Democrat, Sen. Philip Hart, who died in 1976, the year Bonior was elected.
It is said of Bonior that his votes against federal funding for abortion represent a deviancy the party can't allow.

Mike was all over the news eloquently dismantling this bill, arguing that he could never in good conscience look his children in the eyes and tell them that he had voted for a $1 trillion entitlement program that they would have to pay for some day.

(DV) Glick: Conscience and Political Organizing   (Site not responding. Last check: 2007-10-26)
Other Greens have said, with some validity, aren't we always urging voters in all elections, whatever state they're in, to “vote their conscience?” After all, they imply, we certainly aren't telling people to ignore what that still small voice tells them to do in the voting booth.
It is a sad fact that progressive political movements which denigrate the importance of conscience, or just ignore it as an operating principle, sooner or later become something very different from what they originally began as.
The difficulties faced by those who have come to power as a result of their commitment to social and economic justice have led not just individuals but organizations down a path of pursuing personal or bureaucratic power, wealth and privileges, or both.
