Usual Suspects: Essay #11, Part 1
But consensus based processes are highly inappropriate in deliberative assemblies expected to persist in time, where a body of law and regulation about the issues on the table already exists, and some of the parties have personal financial interests.
Even today within deliberative bodies consensus type motions and chair's rulings to adopt by consensus or acclamation; or suspend the rules of voting are considered to be among the most dangerous, and their use is hedged about with a number of special safeguards which do not apply to other motions.
Environmental Consensus groups as envisioned by the congress today would transfer responsibility for federal enforcement of our laws to out-gunned, unfunded environmentalists who, while they may reflect the prevailing majority sentiment of the country, will be a weak minority in any community in which these consensus groups are established.

The principle of Government by Consensus is one of the distinctives of the International Communion of the Charismatic Episcopal Church and is, we believe, a key element of the Kingdom being restored to the Church today.
Government by consensus is patterned on the apostolic model presented in Acts 15 and consists in each member of a council being submitted to one another and all together seeking to discern the mind of the Spirit and the direction and will of the Lord.
Government by consensus intentionally aims to allow the leadership to collegially hear the Holy Spirit and be directed by God rather than by political process.

Jamaica Gleaner - Can Government achieve CONSENSUS? - Sunday | January 11, 2004
The dilemma the Government faces is firstly that after a decade-and-a-half in charge of the reins of the economy, and in particular the events that have occurred over the last year, they have squandered their political capital.
Given its current challenges, it must firstly accept responsibility for its actions, move to restore a process of governance that is transparent and accountable, and restrict the capacity of a government to borrow and spend in the manner that we have done over the years.
If the government finds that confidence in its capacity to lead continues to be eroded, then it is incumbent on the Government to allow the people to have a day, in which to have their say.

Within groups of 300 or so, consensus takes fractally differents shapes: the group might have a single faciliator, and the 300 members may be arranged into mini-groups of 5 using consensus and with one spokesperson who speaks in the larger group.
Consensus is a system that promotes participation because each person has the power to make changes in the system, and to prevent changes that they find unacceptable.
Since consensus would give everyone power to have their voice be heard, it would force people to listen to each other, and answer their concerns instead of moving past them.
