Konstantin Freiherr von Neurath (February 2, 1873 - August 14, 1956) was a German diplomat, Foreign Minister of Germany (1932-1938) and Reichsprotektor (Governor) of Bohemia and Moravia (1939-1941 (1943)).
Neurath joined the NSDAP in 1937 and in September of that year he was awarded a honourary rank of Obergruppenführer in the SS.
He was involved in the German withdrawal from the League of Nations in 1933, the negotiations of the Anglo-German Naval Accord (1935) and the re-occupation of the Rhineland.

Neurath was largely left to create his own defence, not a mean task for a man of 73, with the help of Baroness von Ritter and her daughter.
Neurath asked diplomats to serve the new government as they had served previous governments, obviously in order to retain their control on foreign policy, which would eventually cause the downfall of the old Auswärtiges Amt, with its strong attachment to conservative values.
Neurath's role, during the time of his mandate as Minister of Foreign Affairs, was to pursue a foreign policy consistent with the aims of the governments under which he had served as diplomat, mainly the Weimar republic.

Von Neurath testified that he was not informed of this action in advance, but it was announced by proclamation over his signature posted on placards throughout the Protectorate, which he claims, however, was done without his authority.
Von Neurath has argued that the actual enforcement of the repressive measures was carried out by the Security Police and SD who were under the control of his State Secretary, Carl Herman Frank, who was appointed at the suggestion of Himmler and who, as a Higher SS and Police Leader, reported directly to Himmler.
Von Neurath further argues that anti- Semitic measures and those resulting in economic exploitation were put into effect in the Protectorate as the result of policies decided upon in the Reich.

As Neurath provided a link between the Weimar and Nazi regimes in foreign affairs, Heineman bridges a salutory exegesis with numerous primary materials and interviews made available to him.
Throughout the biograpy, Heineman relies too much on unsubstanitated drivel, particularly when von Neurath relates his participation in the NSDAP hierarchy.
Nonetheless, perhaps unfortunately, this is the definitive tome on Baron Constantin Freiherr von Neurath.

Friends: If history is any guide (and of course we are all biased in favor of the assumption that it is), even iron-clad guarantees can be of little help in working with German archivists.
In researching my book on Constantin Freiherr von Neurath, I was completely unable to get access to his Foreign Office "personnel" file.
Despite the fact that I had permission from both Neurath's son and daughter, AND the support of the American Embassy in Bonn (who cited the agreement under which these non-microfilmed files were returned to the Federal Republic), access was simply denied.
