Gallus was made Caesar (junior emperor) by Constantius II to govern the East, while he himself defeated Magnentius.
After his brother Constantius Gallus was made Caesar of the East (351) and executed (354) by Constantius II, Julian was called to the emperor in Mediolanum (Milan) and, on 6 November 355, made Caesar of the West and married to Constantius´ sister Helena.
That same June, forces loyal to Constantius II captured the city of Aquileia on the north Adriatic coast, and was subsequently besieged by forces loyal to Julian.

 Roman Emperors DIR Gallus Caesar
Gallus' expedition is connected by some modern scholars to an aborted attempt at a surprise attack on Batne in Osdroene by the Persian commander Nohodares.
As would be the case later with his half-brother Julian, Gallus ran afoul of the senatorial class of Antioch as a result of his attempt to reduce the price of grain, which, due to drought or perhaps as a result of diversions to the military, was in short supply.
Constantius also, according to Ammianus (14.7.9), began to reduce the number of troops actually with Gallus (as opposed to troops stationed in the east under military commanders).

 CATHOLIC ENCYCLOPEDIA: Julian the Apostate
With his stepbrother Gallus, who was some years older, he escaped the massacre of his kinsfolk at Constantinople after the death of Constantine the Great, and was brought up by the eunuch Mardonius and the philosopher Nicocles—the latter secretly a pagan.
The suspicious Emperor Constantius sent Julian later to the castle of Macellum in Cappadocia.
Julian received a Christian training, but the recollection of the murder of his relatives sowed in him a bitter resentment against the authors of that massacre, and he extended this hatred to the Christians in general.
