Most provisions of the constitution of Lithuania may be amended by a special legislative majority but a change to the status of the state as an "independent democratic republic" must be endorsed by a three-quarters majority in a referendum.

Exceptionally to clauses b, c and d of Article 35 of this Constitution, for any provision of this Constitution to be amended the amendment must be approved by a two-thirds majority of the members of whom both the Consultative Council and Chamber of Deputies are composed, and the amendment must be approved by the King.
It is not permissible to propose an amendment to Article 2 of this Constitution, and it is not permissible under any circumstances to propose the amendment of the constitutional monarchy and the principle of inherited rule in Bahrain, as well as the bi-cameral system and the principles of freedom and equality established in this Constitution.
It is not permissible under any circumstances to suspend the convening of the Consultative Council or the Chamber of Deputies during that period or to infringe upon the immunity of their members, or during the proclamation of a state of national safety.

If the date of the meeting of the Assembly falls after the annual date mentioned in Article 48 of the Constitution, the duration of the session specified in Article 47 herein shall be reduced by the difference between the said two dates.
(a) Notwithstanding the provision of Article 35 of this Constitution, for an amendment to be made to any provision of this Constitution, it is stipulated that it shall be passed by a majority vote of two-thirds of the members constituting the Assembly and ratified by the Amir.
This Constitution shall be published in the Official Gazette and shall come into force as from the date of the meeting of the National Assembly which shall be not later than the Sixteenth Day of December, 1973.

However, legislative authorisation, limited for a certain period and in respect of a specified matter or matters, may be made, and shall be practised in accordance with the law of authorisation and the condition thereof.
Should necessity arise for urgent measures to be taken while the National Assembly is not in session or is dissolved, the Amir may issue decrees in respect thereof which shall have the force of law, provided that they shall not be contrary to the Constitution or the appropriations included in the budget law.
If the elections are not held within the said period, the dissolved Assembly shall be restored to its full constitutional authority and shall meet immediately as if the dissolution had not taken place.

The Government of Japan congratulates Bahrain on establishing a bicameral parliament and becoming a constitutional monarchy, in the course of its progress towards democratization.
After the amendments, the Amir of Bahrain, Sheikh Hamad, gave an address, announcing that municipal elections would be held on May 19 this year, and that a general election to commence the bicameral parliament would be held on October 24 this year, as steps towards the establishment of a parliament.
The Government of Japan has supported the Bahrain's progress towards democratization, which has already been promoted by King Hamad up to the present, and therefore welcomes these amendments to the constitution that result in determining the concrete process towards future democratization, granting the suffrage to its women, and promoting further democratization.

No, as long as the government and society are not doing anything to educate people through their mosques and papers and clearly and unequivocally condemning bin Laden and his ilk, and as long as they not only support, but encourage sectarian strife, then this is the least of what we expect.

We applaud the Government of Bahrain's accession to the International Covenant on Civil and Political Rights (ICCPR), which became part of the national legislation under Bahrain Law No. 56 of 2006, published in the Official Gazette No. 2752 on August 16, 2006.
It is also protected by Article 23 of the Constitution of Bahrain which states that: "freedom of opinion and scientific research is secured, everyone has the right to express his opinion verbally, in writing or otherwise, in accordance with the terms and conditions prescribed by the law".
