The Foreign Affairs Committee is one of the eleven standing committees of the Riigikogu.
The Foreign Affairs Committee participates in shaping of the Republic of Estonia foreign policy and working out of the positions on foreign relations, as well as exercises supervision over the implementation of the foreign policy activities of the Government.

The case was referred to the standards and privileges committee earlier this year after the constitutional affairs committee complained that Ms Weleminsky's suspension from the Cafcass board constituted a "prima facie breach of (parliamentary) privilege".
In its report today, the standards and privileges committee said a letter sent by Lord Falconer on December 11 suspending Ms Weleminsky had given the "unfortunate impression" that she was being punished for giving evidence to the constitutional affairs committee.

It appears to have been their evidence to that Committee together with a recent report of the Public Accounts Committee, to which reference is made later, which prompted the Committee on Constitutional Affairs to summon them.
In 2004 this issue was considered by the House of Commons Constitutional Affairs Committee, to whom we gave evidence.
The Committee took due note of the evidence which we submitted on this point, which was supported by other evidence submitted by the Immigration Advisory Service and the Council of Immigration Judges.

The Constitutional Reform Bill will make clear that the Supreme Court is a United Kingdom court and that it is to have the same jurisdiction at the Appellate Committee of the House of Lords and the devolution jurisdiction currently exercised by the Judicial Committee of the Privy Council.
The Government accepts the Committee's recommendation that the Supreme Court has to be representative of the whole of the United Kingdom and contain members with specialist expertise in the law of all the jurisdictions the court covers.
The Department of Constitutional Affairs is not the appropriate organisation to run the new court because it is too associated with the England & Wales court system and because giving the Government control over the administration of the new court could offend against the principle of judicial independence.

The chair of the EP Constitutional Affairs Committee, Jo LEINEN (PES, DE), reminded the audience that Parliament's Rules of Procedure already require the EP to ensure compliance with these principles when it is scrutinising draft legislation.
She stressed that the Constitution would not lead to a superstate and that the EU institutions must put the emphasis on what it would change in the lives of the public.
The committee was therefore only able to suggest that the petitioners urge governments which so wish to include a reference of this nature in the national acts by which they ratify the treaty.

It follows the Committee’s earlier report The Freedom of Information Act 2000— progress towards implementation (HC 79-i), published in December 2004.

 Letter to the Standing Senate Committee on Legal and Constitutional Affairs
At the Committee's April 25 hearing on Bill C-8, it became clear that Committee members might want further information on several issues -- among them, Canada's international obligations, the impact of decriminalizing marijuana on rates of cannabis use, and the deterrent effect of the criminal law on use.
Glenn Gilmour appeared before the Committee on April 25, he addressed Canada's international obligations and argued that they did not require the criminalization of possession of cannabis.
We urge the members of the Committee to speak out strongly against a status quo based on criminal prohibition, a status quo that is doing and will continue to do this country immense damage.

 Family Law Week: Greater transparency in Family Courts urged by Constitutional Affairs Committee
The Constitutional Affairs Committee published its report on the workings of the family justice system in contact cases on 2nd March 2005.
The committee was asked to look into the issue in November 2004.
Their conclusions fall short of recommending automatic shared parenting but highlight the perceived bias against the non-resident parent, in particular, the lack of transparency in the family courts when its comes to revealing the decision-making process.

The Commons Constitutional Affairs Committee today releases a report urging the Government to review the maximum limits set on the small claims system in the county courts.
Evidence given to the Committee suggests that raising the limit to £5000, as suggested by the Better Regulation Task Force, would mean that the majority of personal injuries claims would fall into the small claims system, which could be a disadvantage to claimants in more complex cases who would have to act without a lawyer.
The Committee decided £2500 would be a sensible limit for both personal injury and housing disrepair, without impeding access to justice.

(3) Any appointed alternate opposition member may participate in a meeting of the committee or sub-committee as if he of she were a full member provided only that two opposition alternate members shall vote at a deliberative meeting of a committee or sub-committee.
(7) Three members of the committee constitute a quorum of the committee and three members of a subcommittee constitute a quorum of the subcommittee.

However, the Committee remains concerned that the proposals could deny justice to appellants who could face death, torture or other degrading treatment if they cannot appeal and are deported.
A previous, failed attempt by the Government to restrict the right of asylum and immigration seekers to appeal to the High Court was criticised by the Committee last year.

With respect to the application of the Ontario Trustee Act, the Supreme Court also held that Canadian Maritime Law should be reformed to allow a claim by an executor of a deceased.
With respect to the application of the Ontario Negligence Act, the Supreme Court noted that Canadian Maritime Law includes a general regime of apportionment of liability resulting in joint and several liability and contribution among tortfeasors.
The final issue considered in the case was whether a fatal accident claim is subject to a one or two year limitation period.
