Consumer protection is linked to the idea of consumer rights (that consumers have various rights as consumers), and to consumer organizations which help consumers make better choices in the marketplace.
Consumer protection law or consumer law is considered an area of public law that regulates private law relationships between individual consumers and the businesses that sell them goods and services.

Consumer advocates use tactics like publicity, boycotts, letter-writing campaigns, and lawsuits to raise awareness of issues affecting consumers and to counteract the financial and political power of the organizations they target.
Periods of vocal consumer advocacy around the turn of the twentieth century and in the late 1960s have left a legacy of federal legislation and agencies intended to protect consumers in the United States.
The earliest consumer advocates to point out such abuses were called "muckrakers," and their revelations of underhanded business practices spurred the creation of several federal agencies and a flurry of legislation designed to curb some of the most serious abuses.

Institutionalizing consumer advocacy in public venues was a primary reason for creating the Department of Consumer Affairs, but the department's efforts on behalf of consumers within the Legislature and other public forums have dwindled.
Consumer interests were united in 1997 in support of three major pieces of consumer-related legislation: SB 289 (Calderon), which would have expanded the California Lemon Law; SB 930 (Rosenthal), which would have strengthened consumer protections against identity theft; and, AB 46 (Sweeney), which would have prohibited new ATM surcharge fees.
There also are inherent conflicts in consumer advocacy that will have to be addressed if the State wants to find the best way to accomplish this goal: What is good for one class of consumer is not always good for another class of consumer or the consumer advocate.

The KEB appealed to the State Commission and argued that the voltage surge was due to snapping of neutral wire jump at a pole and as per Section 22 of the KEB Regulations, it could not be held liable for any claim for loss or damage arising out of the voltage variation.
The Commission agreed to this argument and decided that unless the consumers prove that they suffered injury or loss on account of negligence of the KEB, they cannot be compensated.
When the consumer approached the KEB to reimburse the cost of repair and give compensation, he was informed that since the high voltage was on account of a tree falling on 3 phase-4 phase wire system, it was purely a case of accident for which the KEB could not shoulder any responsibility.

In February 2000, the Pennsylvania's Attorney General opened a new division in the Bureau of Consumer Protection to handle complaints and grievances from consumers trying to access health benefits under insurance, health maintenance organizations, and other health plans.
