  Web Content Accessibility Guidelines 1.0
Content developers may be tempted to use (or misuse) constructs that achieve a desired formatting effect on older browsers.
The content of a document refers to what it says to the user through natural language, images, sounds, movies, animations, etc. The structure of a document is how it is organized logically (e.g., by chapter, with an introduction and table of contents, etc.).
Content is "equivalent" to other content when both fulfill essentially the same function or purpose upon presentation to the user.

Content management holds the promise of better organization, increased access to resources, greater organizational effectiveness...for those who dare slog through the process of setting up a content management system - a task often more onerous than dealing with unorganized content.
Content management is (drum roll...) the management of content (any digital item - video, audio, text, graphic, links to physical resources, etc.) to allow for contribution from varied sources with points of control to ensure quality.
Creating - This may involve the creation of content via an authoring tool native to the CMS, conversion of legacy content, or creation of content through regular corporate processes (and the content is then uploaded into the CMS in its (usually) proprietary format).

It would be a collection of websites that have stellar content, so that we have a place to point clients to say, “See, these websites do it well.” My first nomination for such a site would be Apple: a strong, immediately recognizable brand that clearly invests in their content.
Ideally, you should already have a pretty decent chunk of content, but you can do the bulk of the work just knowing what the content is going to be and where it’s going to go.
As a result, my department is currently trying to “lock down” the content by basically refusing to start the development phase of the project until 100% of the content in is our hands.

In reality, ECM was never made available to the majority of employees or used to manage content broadly, but was primarily used for small sub-sets of content created by specialized departments or workgroups.
Meanwhile, employees are experiencing content overload and finding it harder and harder to locate and collaborate on content to get their work done.
Second, the explosion in content has led many organizations to conclude that file servers and network attached storage devices are not the right place to manage content -- these servers are costly and are often used as content 'garbage dumps' by employees instead of useful collaborative tools.

 ASP.NET.4GuysFromRolla.com: Creating a Content Rater
Since we don't want one user to be able to rate a single content item dozens of times, after a user has rated a content item they are shown a message thanking them for their rating, as opposed to seeing the rating interface.
If the user comes to a content item they've already rated, rather than seeing the rating interface, they are shown a message thanking them for their rating.
While this method can easily be abused by a savvy user to rate a single content item more than once, it was chosen because of ease of implementation and the fact that the content rating system need not be infallible.
