CIRA is a terrorist splinter group formed in the mid 1990s as the clandestine armed wing of Republican Sinn Fein, which split from Sinn Fein in 1986.
"Continuity" refers to the group’s belief that it is carrying on the original Irish Republican Army’s (IRA) goal of forcing the British out of Northern Ireland.
Unlike the Provisional IRA, CIRA is not observing a cease-fire.

A small number of republican prisoners removed themselves from the provisional wing in Portlaoise and spent the remainder of their sentences in the punishment basement refusing to accept the legitimacy of the 26 county state.
In 1987 the last surviving TD of those elected to the 1921 Second Dáil, Cmdt General Thomas Maguire, wrote a statement in which he declared the Continuity Army Council to be the lawful leadership of the Irish Republican Army.
In early January 1996 a statement was issued by a group calling themselves the Continuity Army Council of the Irish Republican Army They warned that "action would be taken in the future" to achieve Irish independence from Britain.

Despite the unionist theory, there is quite a lot of evidence that the `continuity' splinter group does exist and that it has a different agenda to that of the Provisionals.
The statement form the Continuity Army Council denounced the Provisionals as `those who have usurped the name of the Irish Republican Army' and claimed that they were `in breach of the constitution at the Convention of 1986 and suspended themselves from membership.'
This makes the `Continuity' IRA the military wing of an alternative state whereas the Provisional IRA is now merely the cutting edge of a political party.

Army personnel are issued with car passes at the start of their tour of duty and visitors are issued with temporary passes.
The bombing was the first in Northern Ireland since a huge device, claimed by a group calling itself the Continuity Army Council of the IRA, destroyed a hotel in Enniskillen, Co Armagh, in July.
