L Padrón continuo es una consecuencia de la Ley 4/1996, de 12 de enero, que modificó la Ley de Bases del Régimen Local suprimiendo las renovaciones padronales.
Sin embargo, la implantación del Padrón continuo no se reduce a la supresión de las renovaciones, sino que viene acompañada de un conjunto de elementos que configuran el escenario idóneo para una eficaz gestión padronal.
La legislación del Padrón continuo dispone que todos los ayuntamientos deben asumir una gestión informatizada de sus Padrones y deben remitir al INE copia de sus ficheros padronales, así como, mensualmente todas las variaciones que se produzcan.

Continuo was standard practice in art music from roughly 1600 to the later 1700s.
Composers typically did not specify continuo instrumentation, but instruments commonly used included members of the lute family (the archlute and theorbo in particular), harp, guitar, instruments of the harpsichord and organ families, and even bowed-string instruments such as the lirone or viol.
Since the art of continuo playing is not widespread except among early music specialists, modern editions of early music typically include a keyboard part that consists of the original continuo part plus an editor's realization of the harmonies for the right hand.

So widespread was the use of the basso continuo that some people used to refer to the Baroque period as the "basso continuo era." Continuo groups are employed in vocal and instrumental ensembles ranging from three musicians to larger groups.
The continuo, in this case a harpsichord and a violone, which is the largest member of the viol family, performs the bottom line, which is highlighted in this example.
A basso continuo consisting of a solo harpsichord remained in use during the Classical era, however, to accompany recitatives in opera.

The Cantata BWV 201 has a bass line that simply says ‘continuo’ - but in the two choruses (at the beginning and end) I would imagine that it would be ‘reasonable’ to include a bassoon.
I tend to agree that in the end the choice of continuo instruments must be made in accordance with the style and function of the music.
That is, in my organ-playing that accompanies singing (hymns, solos, etc), or as continuo with or without other instruments in Baroque compositions, for the past 17 years in my various gigs as a professional organist, I've played in a style that emphasizes rhythm instead of connecting the notes in a 19th century type of legato.

The purpose of the continuo group is rather indescribable, but is best understood by realizing that all of this music - whether it is recitative or aria - has its impulse from the bass line - the basso continuo or through bass-line.
Because the continuo group is essentially improvisational, it takes a long time to work out all of the specifics; to save other people's time, it's good to have a musical rehearsal, even if only to discuss who's going to play what.
Of course, I suggest a lot of things, but the continuo is really in the hands of the continuo team - I'm just there to help frame it in the sense of the whole opera.
