It is pitched in between the Bb bass and the Bb contrabass instruments, with low range to Eb, D or C (concert Gb, F or Eb, an octave below the bass clef).
The Eb contra is also popular because one can sight-transpose bass clef music (read the bass clef music by pretending its treble, while adjusting the key signature by removing 3 flats or adding 3 sharps or a combination).

 What is a Harp Guitar
To modern aficionados, the strings (whether bass, treble or both) are "visually similar" to a harp’s strings, and, when plucked, utilize a harp technique and produce a harp-like tone.
No specific reference to the bass strings alone is made (as rationalization for the harp connotation), therefore the intended implication might have been that the instrument as a whole has a more "harp-like" "deep" and "resonant" tone.
Since the Fender bass guitar was introduced in 1951, that lap-held, bass version of a standard guitar has become such a standard instrument that it has necessarily commandeered the name, now and for all time.

 Dolmetsch Online - Millennium Recorders
In order to match the pitch of renaissance stringed instruments in consort, the standard recorder ensemble with a great bass on the lowest part is actually one octave too high.
If the lowest parts were played on a sub-contra bass which sounds one octave below the great bass and the top parts performed on a good free speaking modern tenor, in place of a piercing descant, the effect would be to reproduce the same rich majesty in such repertoire when performed on viols.
The other reason for making extra large bass recorders is to strengthen the bottom end of recorder orchestras, now increasingly popular with recorder players all around the world, where large bass recorders double the lowest lines or can even play independent lines of their own.
