The Control Yuan (監察院; pinyin: Jiānchá Yùan), one of five branches of the Republic of China government in Taipei, is a watchdog agency that monitors ("controls") the government.
It may (retrospectively) be compared with the Court of Auditors of the European Union or the Office of the Ombudsman of Hong Kong, or a standing commission for administrative inquiry.
There is an ongoing debate about whether its main charge of scrutiny in government activities should be transferred to the Legislative Yuan, which is now the de facto parliamentarian organ in Taiwan.

The Control Yuan has the power of "consent, impeachment, censure and auditing." Ultimately this means that it has the power, by itself, to direct the Executive Yuan to remove any elected and appointed public official from office, including the President of the R.O.C. and other members of the Control Yuan.
As I said, according to the early constitution, all the members of the Control Yuan were popularly elected.
And due to the KMT control over the government since 1988, the Control Yuan has not achieved the independent status it was apparently intended to have.

The control Yuan may, taking into account the work of the Executive Yuan and its various Ministries and Commissions, set up a certain number of committees to investigate their activities with a view to ascertaining whether or not they are guilty of violation of law or neglect of duty.
Impeachment by the Control Yuan of a public functionary in the Central Government or in a local government shall be instituted upon the proposal of one or more than one Member of the Control Yuan and the decision, after due consideration, by a committee composed of not less nine Members.

Yuan Shikai (1859-1916) was a Chinese military leader and statesman in the last years of the empire and the early republican period.

The Control Yuan yesterday censured the Ministry of Interior, the Ministry of Justice, Taipei District Prosecutors' Office and the Taipei municipal police bureau for their role in the investigation of a controversial cult leader.
The district public prosecutors' office was censured because the chief prosecutor in the case, Hsueh Wei-ping, gave information to the media while the investigation was still underway and violated the principle that suspects are innocent until proven guilty, the report said.
The Control Yuan investigation also concluded that Hou You-yi, who led the Taipei municipal criminal investigation corps at that time, and Hou's deputy, Frank Chiu, who later succeeded Hou, both neglected their responsibility of overseeing their subordinates.
