A control city is a city or locality posted on a traffic sign indicating forward destinations on a certain route.
Signs indicating such cities are usually found at highway junctions to show where the intersecting road goes, or on mileage signs on longer routes.
Highway signs in Maryland on Interstate 95 northbound between the Interstate 395 junction in Baltimore to the Mason-Dixon Line at the Delaware border uses New York, New York as its control city even though Philadelphia, in which I-95 directly passes through along with the fact that its population is more than double that of Baltimore.
