 Single Convention on Narcotic Drugs - Wikipedia, the free encyclopedia
Single Convention on Narcotic Drugs is the international treaty against illicit drug manufacture and trafficking that forms the bedrock of the global drug control regime.
The Preamble notes that "the medical use of narcotic drugs continues to be indispensable for the relief of pain and suffering and that adequate provision must be made to ensure the availability of narcotic drugs for such purposes".
The Single Convention unambiguously condemns drug addiction, however, stating that "addiction to narcotic drugs constitutes a serious evil for the individual and is fraught with social and economic danger to mankind".

Narcotic drugs and psychotropic substances, materials and equipment or other instrumentalities used in or intended for use in any manner in offences established in accordance with article 3, paragraph 1.
Illicit consignments whose controlled deli-very is agreed to may, with the consent of the Parties concerned, be intercepted and allowed to continue with the narcotic drugs or psychotropic substances intact or removed or replaced in whole or in part.
Particulars of cases of illicit traffic within their jurisdiction which they consider important because of new trends disclosed, the quantities involved, the sources from which the substances are obtained, or the methods employed by persons so engaged.

The Convention obligates states party to the agreement to cooperate in suppressing illicit traffic and to take specific law enforcement measures and enact domestic laws, including those relating to money laundering, confiscation of assets, extradition, mutual legal assistance, and trade in chemicals, materials, and equipment used in the illegal manufacture of controlled substances.
It is clear the Convention has enthusiastic support in the international community, and it is expected that all states will unreservedly endorse this major step to unify and internationalize the fight against drugs and to generate universal action.

Mr.Chairman, The Republic of Azerbaijan has acceded to the UN Convention against Transnational Organized Crime in May 2003 and become a Party to the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances in October 1992.
Bearing in mind joining of Azerbaijan to the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, the Article 241 has been inserted to the Criminal Code of the Republic of Azerbaijan, called “Legalization of money resources or other property acquired from illicit traffic in narcotic drugs and psychotropic substances”.
According to the mentioned Article “implementation of financial operations or other contracts with use of money resources or other property, acquired from illicit traffic in narcotic drugs and psychotropic substances and also use of these means or other property with a purpose of implementation in enterprise or other economic activitiesÂ…” was criminalized.
