Antarctic marine living resources means the populations of fin fish, molluscs, crustaceans and all other species of living organisms, including birds, found south of the Antarctic Convergence.
This Convention shall be open for signature at Canberra from 1 August to 31 December 1980 by the States participating in the Conference on the Conservation of Antarctic Marine Living Resources held at Canberra from 7 to 20 May 1980.
This Convention shall be open for accession by regional economic integration organizations constituted by sovereign States which include among their members one or more States Members of the Commission and to which the States members of the organization have transferred, in whole or in part, competences with regard to the matters covered by this Convention.

The Convention provides a framework for regional cooperation in the conservation and management of Antarctic marine fauna and flora through the establishment of a Commission for the Conservation and Management of Antarctic Marine Living Resources, hereinafter called the "CCAMLR", and the adoption by the latter of conservation measures which become binding on the Contracting Parties.
Once the CCAMLR has taken a decision, the new fishery shall be authorised by the Commission in cases where the CCAMLR has not adopted any conservation measure with regard to the new fishery, or by the Council, acting by a qualified majority on a proposal from the Commission, in all other cases.
CCAMLR inspectors shall be familiar with the scientific research activities to be inspected, the provisions of the Convention and the conservation measures adopted under it.

CCAMLR provides for the conservation of fin fish, molluscs, crustaceans and all other species of living organisms, including birds, within the area for which it is responsible, while providing for the rational use of these resources.
CCAMLR was established mainly in response to fears that unregulated fishing for krill, one of the key species in the Antarctic marine food web, could have serious adverse effects on whales, seals, penguins and other species which directly or indirectly depend on krill for food.
The Convention adopts an “ecosystem approach” which provides that krill and all the other living resources of the Southern Ocean are treated as an integrated system where effects on predator, prey and related species are considered and decisions on sustainable harvesting levels are made on the basis of sound scientific advice.

This Convention applies to the Antarctic marine living resources of the area south of 60 degrees South latitude and to the Antarctic marine living resources of the area between that latitude and the Antarctic Convergence which form part of the Antarctic marine ecosystem.

 General Introduction
The Convention on the Conservation of Antarctic Marine Living Resources came into force in 1982, as part of the Antarctic Treaty System, in pursuance of the provisions of Article IX of the Treaty.
The Convention establishes a Commission to manage the marine living resources of the area for which it is responsible.
The resources specifically exclude whales and seals, which are the subject of other conventions – namely, the International Convention for the Regulation of Whaling and the Convention for the Conservation of Antarctic Seals.

The conclusion of the Convention for the Conservation of Antarctic Seals in 1972, dealing with a high seas resource, opened the way to a consideration of the questions that would be posed by the potential large scale exploitation of krill.
The other ways in which the Convention broke new ground were firstly in being concluded, like the Convention for the Conservation of Antarctic Seals, before the fish- ery for the crucial species (krill) had got beyond the experimental phase, and secondly, in adopting an ecosystem approach to conservation.
