OSCOW -- An automobile convoy of Chechen refugees heading for the western border was strafed with machine-gun fire on Friday, apparently by Russian helicopters, and a doctor who treated survivors said as many as 14 people had died in the flaming wreckage.
A Russian news report quoting one survivor placed the death toll as high as 50, an account that a Russian military spokesman dismissed in a television interview tonight as "not corresponding with reality." He added, however, that the military was investigating and might say more later.
The assault on the convoy only underscored a new chorus of warnings Friday, from both Western governments and leaders of former Soviet satellites in Eastern Europe, that Russia's effort to subdue separatist Islamic rebels is indiscriminately wiping out civilians.

There is strong prima facie evidence that the U.S. was in fact in control -- at least in the sense that Israeli forces were directing events when they ushered their Christian Phalangist allies into the Palestinian refugee camps of Sabra and Shatila in 1982.
