Every other island group in the South Pacific was either under French, German or British control and yet New Zealand's desire, as expressed by successive administrations over many years to be a major colonial power in the region came down to Rarotonga and its adjacent islands as virtually their last resort.
In the absence of Hervey Islands the Russians included the name "Archipel de Isles de Cook" as reference to the "Cook Islands Archipelago." It was therefore the Czar's Court in Russia who first named these islands in honour of James Cook and recognised that to be the case as early as 1834.
It was their view the Cook Islands should remain independent as they were, whereby the Church, in conjunction with the various Ariki would rule and control all aspects of local Government, Civil Administration and ultimately the day to day lives of the people concerned.

The Cook Islands is fifteen small islands (total land area 240km²), scattered over an area approaching the size of Western Europe, in the tropical South Pacific.
The Southern Group, with 90% of the land and 90% of the population, is physically diverse with a young volcanic island (Rarotonga), four raised-reef islands (Mangaia, ‘Ātiu, Ma‘uke and Miti‘āro), an almost-atoll (Aitutaki), two atolls (Manuae and Palmerston) and a sand-cay (Takūtea).
The present indigenous landbirds of the Cook Islands are those that survived the two massive environmental upheavals: the arrival of the Polynesians about 2,000 years ago, and the arrival of Europeans since the 1820s.
