As the brown male gypsy moths begin to flutter across the county, some residents are looking back at the gypsy moth spray program and raising concerns, leading at least one township to refund money to a resident who had contributed to the spraying.
Cooke Township had more than 600 acres of woodland in the township sprayed for the insects in May at the cost of about $11,305.
On Tuesday, Cooke Township supervisors voted to refund $247 contributed by one land owner who discovered his 14-acre property was not included in the spray block.

During their recent monthly meeting the Ridgebury Township supervisors voted 2-1 to hold a public hearing on a proposed stormwater management ordinance on Nov. 7.
Supervisor Ken Cooke had explained at previous meetings that this ordinance dates back to a decades-old mandate from the Department of Environmental Protection that all counties in Pennsylvania must enact storm water management processes to protect the state's major watershed areas.
Cooke had said previously that storm water management could be something as simple as filling a ditch with rocks, planting shrubs, or digging a small pond.

The Pennsylvania Senate voted yesterday, 48-2, in favor of legislation that would require towns along the Appalachian Trail to enact zoning that would "conserve and maintain" land abutting the historic footpath.
The Blue Mountain Preservation Association and the Appalachian Trail Conference appealed to Monroe County Court, which found nothing in Eldred Township's land-use regulations or in the state's Trail Act to prohibit the $30 million Alpine Motorsports Club.
Cooke Township, Cumberland County, population 117, would be exempt.
