Initially, the scope of this procedure was considerably extended by the Treaty of Maastricht; the Treaty of Amsterdam then reversed the trend by encouraging the codecision procedure (Article 251 of the EC Treaty).
The cooperation procedure is always initiated by a proposal from the Commission forwarded to the Council and the European Parliament.
In the cooperation procedure, the Council may still exercise a veto by refusing to express its opinion on the amendments proposed by the European Parliament or on the amended proposal from the Commission, thereby blocking the legislative procedure.

  Interventional Radiology
Embolization procedures may be used to control bleeding from trauma, GI bleeding (the bowel), to shut off blood supply to fibroid tumors in the uterus (uterine fibroid embolization), to decrease blood supply to malignant tumors either as primary treatment (liver chemoembolization) or as therapy prior to surgery.
These procedures are frequently performed on patients with symptomatic obstructive jaundice most often the result of a malignant process (such as pancreatic, biliary or liver cancer) or a benign process (such as gallstones, common bile duct stones or benign strictures).
During the procedure which is usually performed with CT imaging (and/or occasionally ultrasound or fluoroscopic x-ray), a small amount of fluid is withdrawn with a needle to evaluate for infection (abscess).

The Cooperation procedure was one of the legislative procedures of the European Community, the 1st of the three pillars of the European Union.
The cooperation procedure was laid down in Article 252 (formerly Article 189c) of the EC Treaty and was introduced by the Single European Act.
The cooperation procedure applied then only to certain aspects of economic and monetary union and in the Intergovernmental Conference of February 2000, the European Commission argued in favour of replacing the cooperation procedure by the codecision procedure for legislative acts.

The cooperation procedure at the moment refers only to economic and monetary policy (which was previously limited in the Treaty of Amsterdam).
The main difference between the codecision procedure and this procedure is the weaker role of the Parliament in the latter (the act rejected by the Parliament with an absolute majority may be adopted by the Council).
By eliminating the cooperation procedure we reduce the number of procedures and their variations and we also enlarge the role of the Parliament.

Contrary to consultation within the legislative procedure, which has to be concluded within a reasonable period, the veto power in the assent procedure means Parliament is free to choose the moment when to decide whether to give its assent to an application for accession or an association agreement forwarded by the Council.

On the subject of reinforced cooperation, the large majority of delegations were willing to agree to the abolition of the veto and a reduction in the minimum number of participating states to one-third of the Member States for the first pillar and the application of this arrangement to the third pillar.
The co-decision procedure must be extended to the entire legislative programme, and the cooperation procedure must be abolished.
However, closer cooperation should be pursued only when the EU is genuinely incapable of collective action, with a membership of at least one-third of the Member States and after the Council has approved the creation of a "pioneer group" by a qualified majority.

Under this procedure, the role of the EP is advisory, that is, it must be heard but its opinions are not binding on the commission or the Council.
The procedure involves two readings, and if the Council and EP fail to reach an agreement, the matter is referred to a conciliation committee composed of an equal number of Council and EP representatives.
Remaining policy areas fall under either the assent procedure or (in a very few cases) the consultation procedure; under the former Parliament has power to veto but not formally amend proposals, while under the latter it has only a formal right to be consulted.

Under this law, the ARB and the districts were directed to develop, in cooperation, a procedure to determine the magnitude of emission credits available to facilities which burn agricultural or forest wastes for the production of steam or electricity.
This procedure was presented in the 1984 ARB report "A Procedure to Implement the provisions of Health and Safety Code Section 41605.5 (AB 1223: Relating to the Determination of Agricultural/Forestry Emission Offset Credits", which was approved by the Board in June of 1984.
A draft of the amended procedure developed by the committee was released for public review and comment on February 26, 1988 and a public consultation meeting was held on March 16, 1988.

This considerable extension of the co-decision procedure essentially follows the Commission's reasoning in its report of July 1996, to the effect that any instrument of a legislative nature should be adopted by the co-decision procedure between the European Parliament and the Council.
It is also the virtual disappearance of the cooperation procedure (except for a few cases under the EMU chapter), which is a good thing from the point of view of simplifying legislative procedures.
One month later, the Council is deemed to have authorised the participation request unless it decides by qualified majority to hold it in abeyance, in which case it must give the grounds for its decision and set a date for the request to be reexamined (Article K.12(3)).

 THE EUROPEAN UNION AND THE VIEWPOINT OF THE EUROPEAN PARLIAMENT
At present, the codecision procedure, which can be regarded as a right of veto conferred on the EP, covers fourteen areas, including freedom of establishment (Article 54), the internal market (Articles 100a and 100b), the environment (Article 130s(3)), and Articles 56, 57(1) and (2), 126(4), 127(2), 130i, 103(5), 104(a) and (b), and 108(3).

The European Parliament is involved in a number of stages in any legislative procedure(cooperation procedure and co-decision procedure): the documents adopted by Parliament at each stage in the procedure are generally resolutions and may contain instruments of various types, such as opinions or amendments to the Council’s common position.
The co-decision procedure, which was introduced by the Treaty on European Union, was conceived as an extension of the cooperation procedure.
Since the introduction of the cooperation procedure and the co-decision procedure, the importance of the consultation procedure has steadily declined.
