Encyclopedia article: Soviet Union   (Site not responding. Last check: 2007-10-29)
Its formation was the culmination of the 1917 Russian Revolution, which overthrew Tsar (A male monarch or emperor (especially of Russia prior to 1917)) Nicholas II (The last czar of Russia who was forced to abdicate in 1917 by the Russian Revolution; he and his family were executed by the Bolsheviks (1868-1918)).
In contrast to the revolutionary spirit that accompanied the birth of the Soviet Union, the prevailing mood of the Soviet leadership at the time of Brezhnev's death in 1982 was one of aversion to change.
Relations with the United States and Western Europe were also of major concern to Soviet foreign policy makers, and relations with individual Third World states were at least partly determined by the proximity of each state to the Soviet border and to Soviet estimates of its strategic significance.
