For the Copa América 2001, Canada was an invitee, but on July 6, 2001 withdrew because of security concerns.

Anyway, my point is that "every tournament has a surprise pack", especially the latest years when the games r too many for all players and the "big" teams r tired.
Copa America is a strange situation by default, since at every tournament there r some "big" who play with reserves (see Paraguay, Brazil this year) or do not play at all (Argentina back at Colombia's Copa America) for different reasons.
Well, last year I was in a trip in South America, trying to watch as many football games as I could.
