CWSF Project Summary - Energy Solution
However, in testing copper (I) chloride, made by electrolyzing hydrochloric acid with copper electrodes, a voltage was noticed when bright light preferentially illuminated one of two copper electrodes in a beaker.
Hydrochloric acid, sodium chloride, ammonium chloride, copper (II) chloride, lithium bromide or ammonium bromide sufficed for this purpose.
The principle of operation of the copper chloride / ammonium chloride thermocell was deduced from observations made during the solution identification phase of the research, augmented by thermal and electrical analysis data, and by data found in the literature.

Method and apparatus for regeneration of a copper-containing etching solution - Patent 4508599
The chloride ions in the spent etching solution are oxidized at the anode to produce chlorine which reacts with copper (I) chloride to form copper (II) chloride.
The chloride ions are obtained from the reaction at the cathode wherein copper (I) chloride and copper (II) chloride is reduced to metallic copper.
At the anode, chloride ions are oxidized to form chlorine, which readily dissolves in water and is quickly distributed through the entire container of the regeneration apparatus by the generation of a strong flow of electrolyte.

An old bottle of "Copper Chloride" crystals with a poor label might not validate an assumption that it is in the (II) state.
Then Cu(I) chloride would be cleanly converted to Cu(II) chloride by shaking with air or by standing a long time.
