First World War.com - Encyclopedia - The Corfu Declaration
Chiefly responsible for devising the Corfu Declaration was the Serbian Prime Minister Nikola Pasic and the Croatian exile Ante Trumbic.
Under pressure, Pasic compromised with the agreement of the Corfu Declaration of July 1917, although he subsequently worked behind the scenes in an attempt to discredit the Yugoslav Committee, fearful that the Allied governments would regard the Committee as the rightful government in exile once the war was over.
Nevertheless, on 1 December 1918 a new 'Kingdom of Serbs, Croats and Slovenes' was declared by Crown Prince Alexander (Serbian King Peter I's regent), a confirmed champion of the Yugoslav concept.

Thus, Pašić signed a declaration setting up a joint provisional government with the right of the National Council in Zagreb to administer its territories until a constitutional assembly could be elected to agree on the form of government for the new state.
The Corfu declaration of 1917 had left open the issue of the unitarist or federalist structure of the new state by providing for a constitutional assembly to decide the issue on the basis of a "numerically qualified majority." Serbs interpreted this to mean a simple majority whereas others advocated a two-thirds majority.

 Serbia - LoveToKnow 1911
Conquered Serbia was divided for administrative purposes between Austria-Hungary and Bulgaria, the latter holding the Timok, Nish, Skoplje and Macedonia: all that remained to the Serbs was a fragment of territory south of Monastir.
The last occasion when all parties cooperated was on July 20 1917, when the Declaration of Corfu, drawn up between Dr. Trumbic for the Yugoslav committee and Pasic for the Serbian Government, met with unanimous approval.
Thus throughout the spring and summer of 1918 there was acute and growing tension among the rival Serbian groups, and the real initiative in the Yugoslav question and in the political campaign against AustriaHungary, had passed to Trumbic, Benes, Lansing and the Allies and to the leaders of the movement inside the Dual Monarchy.
