At the end of Order of the Phoenix, Fudge admits to Voldemort's return and the Daily Prophet prints Harry's story as if he is the darling of their universe and they've believed him all along.
Personally, I believe that Fudge is being hoodwinked by Death Eaters during the story, and somehow (and I don't know how, so don't ask), seeing Voldemort in person allows him to shake himself from the clutches of the spell.
While I believe Fudge, IF he was working for the Dark Side, was essentially innocent and was being controlled (it is more than likely, who better to have control over than the Minister of Magic himself?) I think Umbridge was acting of her own accord.

Interesting thoughts, however, I have allways assumed that Fudge was a pure-blood: the Crouches, a very old wizarding family, used to go to concerts with the Fudges.
Fudge seems to be suffering none of the confusion that Crouch Snr displayed.
Fudge frequently acts on her recommendations, but I see Umbridge’s role more as that of an an influential adviser than a controller.

Fudge was thrown out of office because the people finally realized that he was an incompetent idiot.

Some Harry Potter web-pages go on about how Minister of Magic, Cornelius Fudge, is "evil", "he's a Death-eater", &c., mostly because of his opposition to Harry and Dumbledore in "Order of the Phoenix".
In this case, Fudge wishes to quell rumors of the Dark Lord's return and forbid dissenting opinions regarding this.
Both are incessant bureaucrats, misguided, irresponsible and ultimately their attempt fails, Fudge going through a sort of reluctant repentance.

When Dumbledore informed Fudge, back in the hospital wing, that Cedric was murdered by Voldemort "Fudge looked as though someone had just swung a heavy club into his face"--> that's a pretty weird way to react if he'd been told by Dumbledore previous to this.
But what if DD went to the room Barty was, saw Fudge wasn't there and went to find him to some other place, and meanwhile Fudge used this time to take the dementor to where Barty and MM were and did what happened.
Fudge had to wait for the dementor to arrive (no idea how long that takes) and find his way up to Moody's office.
