He graduated as a mining engineer from the École des Mines on 28 March 1879 and immediately received an appointment in the Corps des Mines as an inspector of mines at Vesoul in the Franche-Comté region of eastern France.
Mines had to be kept working as efficiently as possible so Poincaré had to report on likely areas where gas might build up and, very importantly, on how the gas could be removed so that it did not cause problems.

Created in 1783 on the request of King Louis XVI in order to train "intelligent directors of mines" the École des Mines has settled in the Hôtel de Vendôme (all along the Jardin du Luxembourg in the 6th arrondissement of Paris).
It is an application school of École Polytechnique, and provides education for the Corps of Mines.

The last time the U.S. used antipersonnel mines was in the Gulf War in 1991 and according to a study recently released by the General Accounting Office, the Bush Administration is reported to be reviewing war plans that include plans for the use of mines.
The antipersonnel mines currently stored there are the same types used in 1991: the ADAM (stored in Qatar, Diego Garcia, and possibly Kuwait), Gator (stored in Qatar, Diego Garcia, Bahrain, Saudi Arabia, Oman, and possibly Kuwait), and smaller amounts of Volcano and MOPMS mines (both stored in Kuwait).
The use of antipersonnel mines by the U.S. in Iraq would certainly be a setback to the overall movement to eradicate the weapon.

While France was not one of the first countries to fully embrace a ban and the Ottawa Process, it was an early leader in taking steps to deal with the global landmine crisis, and French nongovernmental organizations (NGOs) were the catalyst to French action and ultimately for the government’s shift to a pro-ban policy.
One of the first measures taken by France after pressure by NGOs, as part of the International Campaign to Ban Landmines, was the announcemnt in 1993 by President François Mitterrand, during a state visit to Cambodia, of a moratorium on the export of such weapons.
France has reported that it has 1.4 million antipersonnel mines in stockpile; it has not been forthcoming with additional details, as will be required by the treaty.
