The CCC was formed by various leaders of the old White Citizens' Council, which was a network of racist organizations in the 1950s, 60s, and 70s.
The Council of Conservative Citizens is currently fighting against immigration, affirmative action and racial quotas, forced busing for school integration, and gun control.
The CCC is considered by the Southern Poverty Law Center to be part of the "neo-confederate movement." The NAACP, SPLC (which lists it as a "hate group"), ADL, and even some conservative groups consider the Council of Conservative Citizens a racist organization, pointing to what they perceive as its advocacy of white supremacy.

ISAR - SHOULD CONGRESS CONDEMN THE COUNCIL OF CONSERVATIVE CITIZENS?   (Site not responding. Last check: 2007-10-22)
The accurate name of the organization mentioned was not the "White Citizens Council" but simply the "Citizens Councils of America," nor was it "commonly known" as the "White Collar Klan." It was perhaps called that by its enemies, but neither it nor the present CofCC had or has any connection with the Ku Klux Klan.
Both organizations were or are conservative organizations based mainly in the Southern states, and therefore there is to some extent an overlap of members and beliefs shared by them, just as there is between membership of the old Council and the present-day Republican Party in the South.
The old Citizens Councils of America contained perhaps millions of members during the course of its existence, and it is hardly remarkable if some (perhaps 10 percent to 15 percent) of the membership of the present CofCC is composed of former members of the old Citizens Councils.

Founded in 1985 by Gordon Baum, a worker's compensation attorney and longtime white-power activist, the CCC rose from the ashes of the Citizens Councils of America (CCA), a coalition of white-supremacist groups formed throughout the South to defend school segregation after the Supreme Court outlawed it in Brown vs. Board of Education.
One tactic was particularly effective: The Councils raised millions of dollars to fund "white academies," private schools throughout the South that gave parents the option of keeping their children segregated.
And with the CCC, as with the White Citizens Councils of the 1950s and '60s, rabid extremism is never far from the surface.
