Martin Feldstein was Chairman of the Council of Economic Advisers during the Reagan Administration from October 14, 1982 to July 10, 1984.
These included a cabinet council on commerce and trade that was chaired by the Secretary of Commerce, a cabinet council that dealt with labour and social insurance issues, a cabinet council that dealt with regulatory and legal issues, and a general cabinet council on economic affairs that was chaired by the Secretary of the Treasury.
In insisted, however, that the CEA alone was responsible for the final forecast in order to avoid a repetition of earlier experience in which the forecast was widely (and correctly) criticized as over-optimistic, and therefore as leading to a substantial underestimate to future budget deficits.

Last week, President Bush's Council of Economic Advisors (CEA) released the 2003 Economic Report of the President (ERP) to little notice from the press or public [2.7 MB PDF].
Yet the report, which is produced by the professional economists and staff of the CEA, directly contradicts a number of public statements by the President and other administration officials on two key economic issues: the effects of tax cuts on revenue and the relationship between budget deficits and interest rates.
CEA chairman Glenn Hubbard has joined Cheney and Daniels in castigating the view that higher budget deficits increase interest rates and therefore hurt economic growth, calling it "nonsense" and "Rubinomics" (referring to former Treasury Secretary Robert Rubin) [Wall Street Journal online subscription required].

The report's conclusion that "single parents face the most difficulties" in balancing work and family obligations is hardly news; single parents always have found their resources stretched to the limit, and the time single parents spend caring for their children has not declined significantly since 1965.
These steps, and the strong economy and steady economic growth of the last six years, have combined to create jobs, reduce unemployment, and raise wages for all workers — especially the less skilled who are most affected when jobs are scarce.
