  Council of Foreign Ministers - Wikipedia, the free encyclopedia
Council of Foreign Ministers was an organisation agreed upon at the Potsdam Conference in 1945 and announced in the Potsdam Agreement.
The Potsdam Agreement specified that the Council would be composed of the Foreign Ministers of the United Kingdom, the Union of Soviet Socialist Republics, China, France, and the United States.
The Ministers met twice in 1945 first at the London Conference of Foreign Ministers and then in December at the Moscow Conference of Foreign Ministers and again at the Paris Conference of Foreign Ministers in 1946.

The third session of the Council of Foreign Ministers which was held in New York City at the Waldorf-Astoria Hotel from November 4 to December 12, 1946, finally completed the texts of the treaties of peace with Italy, Rumania, Bulgaria, Hungary, and Finalnd.
The purpose of this session of the Council of Foreign Ministers, which was the third devoted to the drafting of these peace treaties, was to consider the recommendations of the Paris Peace Conference and to endeavor to agree upon the final texts.
At the New York session of the Council of Foreign Ministers the principles for the permanent statute and provisional regime of the Free Territory of Trieste as recommended by the Conference were incorporated in a final draft after protracted negotiation.

The resolution adopted by the foreign ministers declared that international terrorism is "one of the most serious threats to international peace and security in the 21st century" and condemned "all acts, methods and practices of terrorism as criminal and unjustifiable, regardless of their motivation, in all their forms and manifestations wherever and by whomever committed."

I urged upon Generalissimo Stalin and Foreign Minister Molotoff that it was in their interest as well as ours, that the peoples of these countries, as well as their governments, should be peacefully disposed toward the Soviet Union.
The three Governments also agreed, with the concurrence of China, on the establishment of an Allied Council for Japan to be composed of representatives of the Soviet Union, British Commonwealth, China and the United States under the chairmanship of General MacArthur as the Supreme Allied Commander.
