Among the tasks of the council mentioned in the writs of convocation, the most important, in the eyes of the pope, was that it should lend him effectual aid in his labours to overthrow the emperor Frederick II.; and, with this object in view, he had described the synod as a general council.
The second Council of Lyons (the fourteenth general council) met from the 7th of May to the 17th of July 1274, under the presidency of Pope Gregory X., and was designed to resolve three problems: to terminate the Greek schism, to decree a new Crusade, and to counteract the moral corruption among clerics and laity.
The Council of Lyons was, moreover, of importance for the German dynastic struggle: for Gregory took the first public step in favour of Count Rudolph of Habsburg, the king-elect, by receiving his deputy and denying an audience to the delegate of the rival claimant, King Alphonso of Castile.

Pope Gregory X presided over the council, which he hoped to make genuinely ecumenical: it was attended by some five hundred bishops, sixty abbots and more than a thousand prelates or their procurators, among whom were the representatives of the universities.
Among others who attended the council were James I of Aragon, the ambassador of the Emperor Michael Palaeologus with members of the Greek clergy and the ambassadors of the Khan of the Tatars.
In the procedures to be observed in the council, for the first time the nations appeared as represented elements in an ecclesiastical council, as they had already become represented in the governing of medieval universities.

Many bishops and prelates were unable to attend the council because they had been prevented by the invasions of the Tartars in the east or the attacks of the Saracens in the holy Land, or because Frederick II had intimidated them (especially the Sicilians and Germans).
Indeed, the origins of the constitutions must be placed before the council, as is shown by an earlier version of constitutions M 13, 15 and 19, antedating the council.
Evidently the council fathers were discussing matters which had already been partly worked out, and it was somewhat later that the constitutions acquired their more accurate and definite legal form.

Regarding the third theme, which was not only traditional in medieval councils but was also required by the actual state of ecclesiastical morals, the pope in March 1273 sought the opinion of all christian people and asked for their help.
The pope promulgated a collection of the council's constitutions on 1 November 1274, sent this to the universities with the bull Cum nuper, and informed all the faithful in the encyclical Infrascriptas.
Since it neither was nor is our intention that prelates in coming to the council should associate the virtue of obedience with the oppression of their subjects, we admonish prelates one and all with great firmness, that none may presume to use the council as a pretext for burdening his subjects with taxes or exactions.

The council excommunicated and deposed Frederick and absolved his subjects of their oaths of fealty; the actions of the council, however, had no political effect.
The second of these councils was held in 1274 under Pope Gregory X. Attended by some 500 bishops, it was called principally to effect a reunion of the Western and Eastern churches, but, although a reunion was indeed reached at the council, it proved transitory.
The council was attended by St. Bonaventure, and St. Thomas Aquinas died en route to it.

It includes the exact text of the three letters sent by King Andrew II of Hungary to the Popes Innocent III, Honorius III and Gregory IX, between 1214 and 1232 and in which the king promises his faith and obedience to the roman pontiff.
The one, approved by the council, has the papal (leaden) seal with a silk thread and 40 wax seals of archbishops and bishops who took part in the synodal assembly.
Of the 40 wax seals of the prelates who took part in the Council, we present the one of the Archbishop of Lyon Aimerico Guerrat (1237-1245) and that of the Archbishop of St. Andrews, David De Bernham (1239-1254).

But the pope lacked the material means to execute this decree; the Count of Savoy refused to allow an army sent by the pope against the emperor to pass through his territory, and for a time it was feared that Frederick would attack Innocent at Lyons.
