 LAW ON THE COUNCIL OF MINISTERS OF BOSNIA AND HERZEGOVINA
The Chair of the Council of Ministers shall be nominated by the Presidency of Bosnia and Herzegovinaat each new mandate of the Parliamentary Assembly of Bosnia and Herzegovina respectful of the principle of representation according to Article IX:3 of the Constitution of Bosnia and Hezegovina.
Ministers and Deputy Ministers shall resign to the Chair of the Council of Ministers.
Relations between the Council of Ministers and the Parliamentary Assembly shall be regulated in details by the Rules of Procedures of the Chambers of the Parliamentary Assembly and the Rules of Procedure of the Council of Ministers.

The Parliament of Bosnia and Herzegovina applied for Special Guest status with the Parliamentary Assembly on 5 May 1992 which it was grantedon 28 January 1994.
Bosnia and Herzegovina applied for membership of the Council of Europe on 10 April 1995.
The Assembly appreciates the action of the Council of Europe Secretariat office in Sarajevo, which opened in April 1996, and believes that it must be given the fullest political and material support in order to effectively contribute to the implementation of activities aimed at developing and consolidating democratic stability.

An Ombudsman may refer cases of alleged human rights violations to the highest judicial authorities of Bosnia and Herzegovina competent in human rights matters, pursuant to the rules concerning appeals to these authorities, whenever he or she finds that this is necessary for the effective performance of his or her duties.
Any citizen of Bosnia and Herzegovina of age enjoying full civil and political rights who has a demonstrated experience in the field of human rights and is of recognised and high moral stature may be elected as an Ombudsman.
An Ombudsman’s post shall be declared vacant by the President of the House of Representatives of Bosnia and Herzegovina in the event of decease, resignation, expiry of the term of office, or final conviction.

Let me remind you that the extradition was carried out contrary to decisions of the Supreme Court of the Federation of Bosnia and Herzegovina and the Human Rights Chamber, despite the fact that these decisions were binding for the authorities of Bosnia and Herzegovina.
Unfortunately, the authorities of Bosnia and Herzegovina have not, in the past three years, taken relevant steps, and the concern for these six citizens remained with their families, non-governmental organizations and a group of US lawyers who volunteered to defend the extradited and detained citizens.
The Council of Ministers did make a decision on the start of negotiations, but there was no follow-up.

It was also recommended that it is necessary for assets for operation of the Council of Ministers Chairman Cabinet to be planned by purpose of assets.
