The upper house, the Shura Council, has 40 members appointed by the King of Bahrain, with the stated aim of giving a voice to minority communities and technocratic experts within the legislative process.
Among the members of the current Shura Council are representatives of Bahrain's Jewish and Christian communities as well several women legislators.
The critics contend that this feature allows the King of Bahrain is to indirectly retain control of all legislative functions of the state.

Manama, 11 August (AKI) - Three parliamentarians have caused controversy in Bahrain by announcing their intention to lobby for a ban on the sale of alcohol in the Gulf state when parliament reconvenes after the summer.
A previous effort to stop bars and restaurants serving alcohol was withdrawn, but as a compromise a ban on alcohol being sold to Muslims was introduced in November 2002.
He told Gulf News that the move reflected the long-gone attitudes of certain Islamist parliamentarians: "Some deputies are bent on eroding Bahrain's tolerance by this tendency to seek to reverse history and marginalise other people," he wrote.

WASHINGTON - U.S. Trade Representative Robert B. Zoellick and Bahraini Minister of Finance and National Economy Abdallah Saif today signed an agreement that provides a forum for Bahrain and the United States to examine ways to expand bilateral trade and investment.
The new Trade and Investment Framework Agreement (TIFA) establishes a United States-Bahrain Council on Trade and Investment, comprised of representatives from each country and chaired by the Office of the United States Trade Representative and the Bahrain Ministry of Finance and National Economy.
The Council will establish a permanent dialogue with the expectation of expanding trade and investment between the United States and Bahrain.
