The Council of the Americas is a American business organization whose stated goal is promoting free trade and open markets throughout the Americas.
The Council of the Americas argues that free markets and private enterprise offer the most effective means to achieve regional economic growth and prosperity.
The Council has also campaigned for Trade Promotion Authority, usually referred to as " fast track " which gives the president of the US authority to negotiate trade agreements that cannot be amended by Congress, only voted on yes or no. It was in effect from 1975 to 1994 and resulted in NAFTA.

In August, the appointment of a new National Electoral Council (CNE) was an important step forward in the effort to guarantee that all Venezuelan citizens freely exercise their right to vote in accordance with Article 72 of the country’s constitution.

The Enterprise of the Americas Initiative was a post-Cold War policy aimed at consolidating US economic influence in Latin America to parallel the creation of a European Common Market in 1992 and Japan's expanding economic influence into Southeast Asia.
In the absence of a sense of crisis, US policy toward Latin America is handled at lower levels of government, by technicians and bureaucrats familiar with the region.
Given Latin America's recent economic opening, the US private sector is now actively taking the lead in extending US economic influence in the region.

Security Council has authorized a force of 8,000 peacekeepers and police for a wide-ranging mission that begins June The U.N. force will replace the 3,600-member contingent from the United States, Canada, Chile and France, in place since the Feb. 29 ouster of President Jean-Bertrand Aristide.
The council has eight delegates from sectors including religious, business and social groups, but a ninth seat reserved for Aristide's Lavalas party remained unfilled.

The Special Summit of the Americas, scheduled to take place January 12-13 in Monterrey, Mexico, will focus hemispheric efforts on stimulating economic growth and reducing poverty, promoting good governance and reducing corruption, and investing in the region's people to improve their quality of life, says Assistant Secretary of State for Western Hemisphere Affairs Roger Noriega.
In January 6 remarks to the Council of Americas in New York, Noriega reviewed the Bush administration's agenda for the Americas and outlined measures that hemispheric leaders will consider at the Special Summit.
Although more students than ever are enrolled in school, fewer are completing their studies -- almost half of the students who enter primary school fail to make it to the fifth grade and only about 30 percent finish secondary school, resulting in the highest repetition and dropout rates in the world.

The two most significant things that have allowed the longest economic expansion in history for America to be long has been the enormous increase in productivity because of technology, and the fact that we have permitted ourselves to have inflation-free growth because we've kept open markets with a responsible financial policy.
I also want to affirm that we are still determined to meet the goal we set at the Miami Summit of the Americas in December of 1994, to achieve a free trade agreement by 2005 that will embrace the entire Americas.
