The Baltic Sea is in northeastern Europe, surrounded by the Scandinavian Peninsula, the mainland of east and central Europe, and the Danish isles.

 The Northern Dimension - 11th Ministerial Session of the Council of the Baltic Sea State: Declaration
The activities of the CBSS have created closer links between many regions of the Member States and promoted cross-border co-operation in the Baltic Sea region in general and with the North-West and the Kaliningrad Oblast of the Russian Federation in particular.
The CBSS expresses its willingness to contribute to the fight against international terrorism in accordance with the principles of the UN Charter, international law and relevant international conventions and with resolution 1373 of the UN Security Council.
Baltic Sea States Summit in St. Petersburg in June 2002, the first such summit during the second decade of activities of the Council.

In particular, the Council welcomed the conclusions from the 4th Baltic Sea States Summit meeting in St. Petersburg in June 2002 and the role accorded to the CBSS therein.

The establishment of the Council of the Baltic Sea States in 1992 by Hans-Dietrich Genscher and Uffe Ellemann-Jensen, was inspired by the desire to utilize this political and economic potential with a view to developing science and improving the infrastructure and supporting European integration.
From the outset, the CBSS was a valued symbol of the emerging New Europe and the policy aimed at abolishing the lines that had divided the continent for so long.
As a result of its structure, the CBSS has certainly contributed to what the countries of the Baltic Sea area have achieved over the past several years in terms of political stabilization, economic growth, strengthening democracy and the rule of law and progress towards EU enlargement.

Participation in the Council of Baltic Sea States as an observer continues to be an important part of U.S. engagement in northern Europe, and it is a reflection of the high priority that we attach to this region.
