The legislation would create a District of Colum­bia Health Benefits Program, which would be a central clearinghouse through which anyone who lives, works, or attends an institution of higher education in the District of Columbia, and their dependents, could obtain health insurance cover­age.
At present, the District may be liable for malpractice committed at those clinics, but because they are independent organizations, the District government cannot help them to prop­erly mitigate their risks.
Those subsi­dies will be a bargain for the District government because they will ensure that the private clinics will be able to continue their mission to serve the Dis­trict’s poorest population without the need for more expensive and cumbersome programs that the government would have to establish if they did not exist.

 Demise of the Master Business License
Washington, D.C. On July 8, 2003, the Council of the District of Columbia finally put to rest much of the confusion and frustration generated over the prior 24 plus months related to the establishment of a "Master Business License" program for the District of Columbia.
A business whose operations has historically required special inspections, approvals and investigations in order to operate its business in the District of Columbia will have to file for and obtain, on an ongoing basis, a Basic Business License, as well as applicable endorsements related to the specific business activity that it is operating.
Hopefully, the District of Columbia has adopted a program that is politically and administratively acceptable so that in the future it will not feel pressured to adopt another regulatory structure to impose on the business community.

Pursuant to D.C. Code, Section 1-264(d), the District of Columbia Auditor is responsible for providing financial oversight of ANCs, auditing their financial accounts, and maintaining a database of financial information on each ANC for historical and expenditure trend analysis.
The Auditor may audit the financial accounts of an ANC at the discretion of the Auditor, upon the request of a member of the Council, or upon the request of a Commissioner of the ANC for which an audit is requested.

Since the District does not appear to be able to control and effectively manage activities in its public space, the Downtown BID proposed that it and other similar organizations with specific interests in various areas of the City provide the management and control under the auspices of a City approved plan.
The question for the Council, however, is whether or not the obvious ills of public space management can be cured by this proposed legislation.
