 Environmental Quality Assessments
Environmental impact assessments are conducted analytically and do not take into consideration the social perspectives measuring the need for a project, rather it must ultimately rely on subjective judgments of planners.
The benefit of an environmental improvement is the sum of the monetary values assigned to the effects of that improvement by all individuals directly or indirectly affected by the action.
The U.S. Environmental Protection Agency defines an environmental indicator as "a characteristic of the environment that, when measured, quantifies the magnitude of stress, habitat, characteristics, degree of exposure to the stressor, or degree of ecological response to the exposure." The EPA defines an environmental index as a mathematical aggregation of indicators or metrics.

 Wyoming Enviromnemtal Quality Council
The Environmental Quality Council (EQC) is a citizen board, appointed by the governor to hear and determine all cases or issues arising under laws, standards, rules, regulations or orders issued or administered by the Department of Environmental Quality and to promulgate all regulations necessary for the implementation of the Environmental Quality Act.
The Council's mission is to serve as a professional, impartial and independent hearing body in resolving disputes and to apply its experience in evaluating environmental issues in a manner that fulfills the purpose of the Act.

The environmental impact statement shall list the names, together with their qualifications (expertise, experience, professional disciplines), of the persons who were primarily responsible for preparing the environmental impact statement or significant back- ground papers, including basic components of the statement (Sections 1502.6 and 1502.8).
Environmental referrals should be made to the Council only after concerted, timely (as early as possible in the process), but unsuccessful attempts to resolve differences with the lead agency.

Environmental impact statements are reports that outline the predicted environmental effects of a particular action or project in which the federal government is involved.
Environmental impact statements are required by Section 102(2) (C) of the National Environmental Policy Act of 1969 (PL91-190) which requires federal agencies to consider the probable environmental effects of projects and programs under their control.
The environmental impact is determined to be significant by examining similar prior activities and applying the rule of reason.

The Environmental Quality Council is a state legislative committee created by the 1971 Montana Environmental Policy Act.
The Council fulfills this purpose by assisting the Legislature in the development of natural resource and environmental policy, by conducting studies on related issues and by serving in an advisory capacity to the state's natural resource programs.
The statutory duties of the Council are described in 75-1-324 of the Montana Environmental Policy Act.

The Council on Environmental Quality is the state agency that monitors environmental trends in Connecticut and makes recommendations for improving state environmental policies.

Surprising his allies in Congress and environmental groups, President Clinton said Monday that he would move to abolish the White House Council on Environmental Quality and replace it with a smaller office he said would have more clout.
In announcing the reshuffling Monday, Clinton said that environmental policy would instead be coordinated by a new, slimmed-down office that would be intimately involved in White House policymaking, rather than having a simply advisory role.
The council has a $2.8 million budget and 30 employees, but council spokesman Dale Curtis said that only about 15 will be retained.

I remember going to visit him at the Interior Department when he was Undersecretary there, just prior to his taking up his new position as CEQ Chairman, and having an interview with him after I had been interviewed by Timothy Atkeson.
I became not only a land use staff member at the Council, but I ended up writing a number of speeches on other issues for him as well.
He became a mentor to me. I suppose if I have two in public life, they are Russell Train and Bill Ruckelshaus.

 Council on Environmental Quality Finds Air Cleaner in Most Cities - New York Times
The air is becoming cleaner in most American cities, the President's Council on Environmental Quality said today.
In its annual report, the council said that in 23 cities for which it had five-year averages for pollution levels, the air quality improved by 18 percent from 1974 to 1978.
Even the cities with the dirtiest air showed improvement for the three-year period from 1976 to 1978.
